The Ministry of Agriculture conducted on-site inspections and gave instructions on the application and preparation for the establishment of the OIE Collaboration Center by Jilin University


Recently the Ministry of Agriculture sent experts to the Institute of Zoonosis/Zonomous Diseases Research of the Department of Agriculture to conduct on-site inspections and give instructions on the application and preparation for the establishment of the OIE Collaboration Center by Jilin University.

Director Li Wenjing from the Laboratory Biosafety Management Office of the Chinese Center for Animal Disease Control and Prevention of the Ministry of Agriculture and Deputy Director Ding Guoyi from the Chinese Animal Health and Epidemiology Laboratory Management Office of the Ministry of Agriculture inspected and gave instructions on the laboratory hardware and software conditions of  "(China) The the Foodborne Parasitic Diseases OIE Collaboration Center in the Asia-Pacific Region”,especially in terms of laboratory biosafety and management.

The inspection and instructions of the experts from the Ministry of Agriculture will greatly promote the application and preparation work. The Director of the Agriculture Department, Assistant to the President Han Wenyu, Deputy Director Zhang Guocai, Director Liu Mingyuan of the Institute of Zoonosis and other relevant leaders and experts accompanied.

With the strong support from the competent department of the Animal Epidemiology Bureau of the Ministry of Agriculture and the university, the construction of the OIE Collaboration Center has received 2 -year training for 4 people in EU in the field of construction and management. And at the same time, an invitation letter from the Director General Dr. Bernard Vallat is also received. The application and construction of the OIE Collaboration Center will not only greatly improve the institute’s research level, influence at home and abroad, and the ability to participate in national and international affairs, but it is also of greater significance to the overall improvement of the level and status of the university’s veterinary discipline.

The Office International Des Epizooties, OIE, also known as the International Office of Epizootics, is headquartered in Paris. It is an international organization created by an international agreement signed by 28 countries in 1924.

As of January 2011, its member countries and regions have reached 178. Its main functions are as following: 1) To inform governments of all animal epidemics and the causes of epidemics worldwide, and to inform the methods of controlling these diseases; 2) To conduct international research on the monitoring and control of animal diseases on a global scale; 3) Coordinating member states on the regulations and standards in the trade of animals and animal products, whose standards and rules are adopted by the World Trade Organization; helping member states to improve the veterinary work system and improve their work capabilities; promote animal welfare and provide food safety technical support. The OIE operates under the authority and management of an international committee composed of permanent representatives appointed by the governments of each member state. On May 25, 2007, the 75th International Conference of the OIE passed a resolution by an overwhelming majority in Paris to restore China's legal rights in the organization, and Taiwan of China was reduced to a non-sovereign area member to participate in the organization's activities.

OIE Collaborating Centers (OIE Collaborating Centers) and OIE Reference Laboratory are the technical cores of OIE. The main task of the collaboration center is to provide member states with one or more services (multiple diseases in the same category) within the scope of the OIE while the reference laboratory is for certain specific (single) diseases. The scope of activities of the collaboration center can be global or regional, and its main job is to help developing countries. In addition to diagnosing and monitoring animal diseases, the scope of work also involves risk analysis, epidemiology, vaccine evaluation, veterinary drug products, and aquatic animal epidemic information.

The Collaboration Center and Reference Laboratories are also responsible for providing scientific and technical support to OIE member states, as well as expert advice related to disease surveillance and control. This support can take different forms, including dispatching experts, preparing and providing diagnostic kits or reference reagents, on-site work, course training, organizing expert seminars and scientific meetings, etc. Each collaboration center and reference laboratory is managed by an expert with international level.
